Hi Perry,
 IMHON from having spend quite a bit of time with security and crypto folks, I 
would assume there would be a measure of paranioa (I.e. Protocol implemntation 
has a high probability of being implemented with flaws, which would allow 
successful cryptanlytical attacks being launched against it, experience from 
SSL or IPsec points in this direction)
