The article does a reasonable job of explaining this - there are just more people in the US who have experience of working with large projects and big name clients, and managing large, cross-geo teams. The icing on the cake is that several of these folks are NRIs who are wondering about returning anyway (this is an NRI obsession, to talk about Going Back To India Next Year) and so there's the opportunity to push them over the line with job prospects not very bright in the US right now.
