​There's the State Central Library in the heart of Cubbon Park [1] and the
various City Central Libraries (4 when I last checked) - the latter being
maintained, IIRC, by a cess tacked on to the electricity bills.

There's also the British Council library, which technically fulfils your
requirement, except that it's paid for by the British government rather
than the Indian one.
