The type of bulb you are looking for is one that will draw 40 milliamperes of current at 28 Volts (in other words, if you hooked this bulb up to 3 9-volt batteries it would draw 40 milliamperes of current). If you hook it up to 4 9-volt batteries you are putting it on 36 volts. This will draw more current by the same ratio as the voltages, that is 36/27 times 40 = 53+ milliamperes. This bulb will glow very brightly, but probably will not burn out. So...it is ok to use. The only real purpose of the bulb is to limit the current if your electrodes short out (as they probably will), and would otherwise draw a lot of current and drag your batteries down. This is all very simple stuff (for an Aggie Electrical Engineer) - I don't know why you find it confusing - they teach it in Electrical Engineering 101! :>)
