What they are referring to is NOT colloidal silver--it must be elemental silver. Colloidal silver requires an electrostatic process in order to make it and generates very fine particles suspended in distilled water. So, what they are defining is nothing like colloidal silver at all, but the authorities just "may" attempt to define it as such--they don't know any better.
