I don't know if impure silver would give you gray CS, and only you can
verify if your silver is at least .999.
I do know that impure water will do what you have. A check that would
give an indication would be to measure the starting current of your
setup. The purer the water, the lower the starting current. With hot
water, I would guess about 0.20 to 0.40 milliamps.
If you have no instruments, you have to experiment and I strongly
expect that if you changed brands of water, you will find  a visible
improvement in your CS.
Of course I assume that your container is non-metalic, and that
nothing goes into the water except the silver (not a soldered joint
for example).
