Would you outline a procedure to follow to reproduce your starved electrode
experiment. What instrument were used and how the measurement were made.
In particular I am interested in how "ionization voltage of the electron" is

A starved electroded is created by slowly increasing series resistance
until electrode potential is about 13% above the ionization voltage of
the electron you are removing, (refer to ionization tables in a physics
book). At this point the current will remain constant while the PPM will
continue to rise. The solution will become saturated with ions and
become very reactive. This way you can control how many electrons you
are removing from the atom. That will determine the flocculation
structure later, and the size and configuration of the resulting
molecular atomic structure.
