Stevia does not raise blood sugar.  Here are the results of a google search

Actually all sweeteners, both with sugar and without will affect blood sugar
somewhat.  The non nutritive sweeteners will actually cause an increase in
insulin production just from the taste (that is if you take it in a pill it
has no effect), because the body "thinks" some sugar is coming its way, and
this will actually reduce blood sugar somewhat in preparation for the
incoming sweets

You are correct that is it totally safe for diabetics.
