Because I'm not sure that I understand your question, I'll try to say this in a way that seems clear (to me, at least). If you want to take mms at 28% sodium chlorite (really 22.4%) and dilute it to 3% sodium chlorite, start with one ounce of mms and add six and one half ounces of water. This will result in stabilized oxygen at 3% sodium chlorite. Did that answer your question?

It's called 'close enough'. I'd do 6 and a half ounces.

Because like Chuck said--it's not super critical. People have taken just
drops of straight, full strength MMS in water and gotten results. I
simply prefer to be a bit closer to actual stabilized oxygen--which can
be from between 2 and 3% sodium chlorite. The formula we have been given
will be 'close enough' to that.
