I do not think it would be a good idea to mix salt with the CS.....  nor use 
the CS  undiluted as that would be too strong.

What proportion of CS to water would be enough to safeguard the nasal passages?

The salt will produce silver chloride, not as effective but still effective.  
If you add a little citric acid to the CS to produce silver citrate first, that 
should make it inactive to the chlorine ion when you add salt.
