It is called a "Spoonerism", from a character in an English novel, can't 
remember the writer, maybe Dickens.  Or something like that.   A play on 
words, specific to this language.  It is a round about way of saying 
F(censored) You Charley. Charley does not have a specific meaning either. 
 Argot is difficult to explain.  This phrase is more often used in  play 
than aggression.  If it were done aggressively it would more likely  be 
F(censored) you, you Ass(censored).
