Electroporation is a known phenomenon in conventional medicine. There is a oncological surgeon in Chicago (presented at the ElectroMed 99 conference) who uses millimeter wave high power low duty cycle pulses to pretreat cancerous tumors before treating them with bleomycin (a powerful but toxic chemotherapy drug). Apparently it decreases the amount of bleomycin needed to be effective, thus avoiding toxic reactions over the entire body.
