I was under the impression that this was a bio-feedback device, and
needed to be attached to the subject by four contact electrodes.

Yes I realise that, but it is pretty unusual for that amount of research
not to be referenced at all (that I can find) in other places, unless it
was done in secret for some reason.

If you don't mind, the ISSN and publisher, as I can find no record of
such a journal, either by search or listed in the Complete Internet List
of Homeopathic Medical Journals:

Well Pam, it seems to me that Dr Nelson is doing a very good job of
remaining unknown himself, with out the interference of "you know who".
Here is a chap who has at least 250Mb of research, who has written a
major molecular biology work (which does not seem to have been
published), has invented amazing health diagnostic and remediation
devices, and yet has no presence or references to him on that most
international and uncontrolable (by "them") medium, the internet.
