That's pretty close. In general, I want anybody to be able to ask 
anything and get answers. If the answers are unrelated to CS, I then 
expect the participants to migrate the discussion off-list once basic 
curiosity is satisfied and good resources have been pointed out.

Lengthy and detailed off topic discussions, or things unrelated to 
anybody's specific needs, ought to be kept to a reasonable minimum.

Whenever we get too noisy some people will start to complain. If we get 
too tight on controlling topic, volume drops off and we start losing 
people from boredom. Some "noise" is inevitable and necessary to the 
health of the group. So, we'll just try to keep it somewhere in the 
middle, with occasional pokes and prods from me to keep us on course.

Yes, we've got a great bunch of people.
