I don't think you are analyzing this correctly. The filter should remove bacteria from the water stream, that is irrelevent to whether or not the filter has silver in it. The problem is that the bacteria which are now stuck on and in the filter medium can start multiplying. At some point they may work their way through the filter, or will produce toxins that can make it through. The silver would be to kill these immobilized bacteria.
If the filter is incapable of removing the bactria, then I agree with you.
