It can be built easily if his "high voltage" brick is purchased for about $200. The Allred tubes which are usually used in this device cost from $50 to $100+ depending on the design. A 4-5A or higher power supply is needed and these cost $30-40. Add a few cables and the cost of the function generator and it is around $1000. Pretty good price given it is fully programmable.
