If you are having trouble reading the pdf file from the link then it is likely 
a setting in your acrobat reader that needs to be adjusted.  Some platforms 
require that you untick "Display PDF in Browser" in the preferences menu of 
Acrobat Reader.  Once you have done that, you should be able to read it.  Or 
you can try saving the file, exit your explorer, exit acrobat and double click 
on the saved file.  Also check CTRL AlT DEL [Windows] to make sure that you 
only have one copy of Acrobat in memory after all the fooling around. Duplicate 
programs in memory grabbing at the same resources don't work too well.
