They can be made for about 30 or 40 dollars from what I understand. There should be plans on the net. Basically you use a xenon flash, and wind a coil on the spool of a VHS tape. If you have an old xenon flash that you can tear down, or pick one up 2nd hand it could cost less than that. We got ours from sota-inc.com, but it was rather expensive if I remember right.
