The zapper is 9 volts, not 12.  I don't believe the initial voltage is
relevent as long as it is high enough. I have measured the waveforms on an
oscilloscope when connected, and the voltage presented to the person is
typically nor more than 5 volts due to the current limiting resistor that
each of the employ.
