I'm way behind on reading the list, but as it seems there are no more posts in this thread I will add my 2 cents worth.
You definitely have some sort of contamination. Either the water, on the electrodes, on the lid or jar, etc. With 9 volts and no contamination you would probably not see a reaction before an hour, at least in my experience. Even then I had to shine a light from behind to see the 'whatever' cloud. You said you saw a reaction immediately. Definitely contaminated.
