CS>nursing home rights

My friend has a wife in a nursinghome because her MS is so bad.  He has tried 
to give er CS, but he is stopped at every turn.  They watch him all the time 
because he has tried to sneak it to her.
She is completely bed ridden so he cannot take her out.  What are his rights?  
How can he get help to give her CS so she can be helped?
