20 ppm doesn't automatically mean twice as many
particles (as 10 ppm), only twice as much silver. You
could have one pebble of silver at the bottom of the
container and still have 20 ppm. ppm is a measurement
of the total quantity (of silver in this case), and is
not relevant to the number of particles.
