That depends on what voltage range you use.
30 volts and under..about 60 second intervals.
 Higher voltages increase ion velocity.
 The key is to get them far enough away from the electrode before the
polarity swap sucks them back in.
 At 30 volts and under, they're moving pretty slow.
 If no stirring is used, a standing particle field can be observed to grow
and shrink and it's location can be adjusted accordingly by varying the
time between shifts.
 Too slow and both electrodes blacken.
Too fast and both electrodes gather white stuff.
 Get it right and all that crud goes into the water.
 A coffee filter doesn't filter it all out.
 Letting the water settle for a few days and decanting does.

10,000 volts? 60 HZ will probably be it.
