DPS SPOKESMAN IGOR LUKSIC:
CONSTRUCTIVE SIGNALS FROM SERBIA
Podgorica - The proposal of Serbia's Democratic Party about the
representatives of the future federal parliament being delegated by the
republic parliaments and being elected in immediate elections beginning
with year 2004, demonstrate that "constructive signals" are coming from
Serbia - stated Spokesman of the Democratic Party of Socialists (DPS)
Igor Luksic.
Luksic said that it was a matter of agreement whether the
representatives will be elected first in direct or in indirect
elections. He added that a more constructive work and the finalization
of the constitutional charter text might be expected in days to come.
The issue about the hierarchy of legal acts and the property of the
future state also remain to be solved - Luksic said. He concluded that
it would be reasonable for the Commission for drafting the
constitutional charter to remain at the level given in the text and
agreed upon with the representatives of the European Union (EU).
THE EUROPEAN INVESTMENT BANK INTERESTED IN INVESTING IN MONTENEGRO'S
AIRPORTS:
EXPECTED CONFIRMATION OF THE OWNERSHIP STATUS AGREEMENT
Podgorica - The European Investment Bank is interested in investing in
Montenegro's airports - the representatives of this institution stated
during their talk with President of Montenegro's Government Branimir
Gvozdenovic.
It is necessary to have the airports` ownership status resolved, which
is a precondition for investments both by this bank and by other
possible investors.
The delegations of Serbia's and Montenegro's Governments agreed on
October 11 that there were all the necessary conditions for Montenegro
to become the owner of the airports, but the decision had bot be
officially signed till this day, which prevents investors to "turn"
their offers into concrete arrangements.
PROJECTS OF THE EUROPEAN AGENCY FOR RECONSTRUCTION IN FOUR MONTENEGRO'S
MUNICIPALITIES MORE AND MORE DONORS
Podgorica - The goal of the expert and technical support given by the
foreign consultants in four Montenegro's municipalities is also part of
the help in the realization of the five-year municipal investment
programs - it was stated by the European Agency for Reconstruction
(EAR).
Around a half million of euros is intended for the expert and technical
support, the realization of which began in April in Podgorica, Kolasin,
Mojkovac and Bjelo Polje, and 3.5 millions of euro for the realization
of infrastructure.
According to the EAR, there are more and more international donors
interested in financing Montenegro's projects.

Podgorica - Prijedlog Demokratske stranke (DS) da se poslanici buduceg
saveznog parlamenta delegiraju iz republickih skupstina, a da se od
2004. godine biraju na neposrednim izborima, pokazatelj je da iz Srbije
"stizu konstruktivni tonovi" -ocijenio je portparol Demokratske partije
socijalista (DPS) Igor Luksic.
Luksic je rekao da je stvar dogovora da li ce prvo biti odrzani posredni
ili neposredni izbori za poslanike, dodavsi da sa narednih dana moze
ocekivati konstruktivniji rad i zavrsavanje teksta Ustavne povelje.
Pitanja hijerarhije pravnih normi i imovine takodje treba da se rijese -
rekao je Luksic, zakljucivsi da bi bilo realno da se Komisija za izradu
Povelje zadrzi na nivou koji nudi tekst usaglasen sa predstavnicima
Evropske Unije.
EVROPSKA INVESTICIONA BANKA ZAINTERESOVANA ZA ULAGANJA U CRNOGORSKE
AERODROME:
CEKA SE POTVRDA SPORAZUMA O VLASNICKOM STATUSU
Podgorica - Evropska investiciona banka zainteresovana je za ulaganja u
crnogorske aerodrome - saopstili su visoki predstavnici te institucije
u razgovoru sa potpredsjednikom crnogorske Vlade Branimirom
Gvozdenovicem.
Definitivno rjesenje vlasnickog statusa ovih aerodroma je uslov za
investicona ulaganja istakli su i navedena banka i drugi potencijalni
investitori.
Delegacije vlada Srbije i Crne Gore 11.oktobra ove godine usaglasile su
se da su se stekli uslovi da Crna Gora postane vlasnik ovih aerodroma,
ali do danas ova odluka nije zvanicno potpisana, sto sprecava
investitore da svoje ponude "pretvore" u konkretne dogovore.
PROJEKTI EVROPSKE AGENCIJE ZA REKONSTRUKCIJU U CETIRI CRNOGORSKE OPSTINE
SVE VISE DONATORA
Podgorica - Cilj strucno - tehnicke podrske koju strani konsultanti
pruzaju u cetiri crnogorske opstine je izmedju ostalog pomoc u
realizaciji petogodisnjih opstinskih investicionih programa - saopsteno
je iz Evropske agencije za rekonstrukciju (EAR).
Za strucno - tehnicku podrsku EAR, cija je realizacija u Podgorici,
Kolasinu, Mojkovcu i Bijelom Polju pocela krajem aprila, izdvojeno je
oko milion,a za reealizaciju infrastrukturnih investicija 3,5 miliona
eura.
Iz EAR-a ocjenjuju da je sve vise medjunarodnih donatora zainteresovano
za finansiranje crnogorskih projekata.
