Canada has a long-standing commitment to the rule of law. As a member of the United Nations, Canada has the obligation to protect the territorial integrity of other sovereign member states. If Canada were to recognize the illegal and unilateral secession of the territory of Kosovo and Metohija from the sovereign state of Serbia, Canada would be in breach of international law and its responsibilities as a member of the United Nations. 2. By recognizing the unilateral secession of any territory from any sovereign state, Canada or any other country would be directly denying the validity of the UN Charter and the Helsinki Final Act, which were designed to safeguard international peace and security. Therefore, by supporting a secession of a large and vital part of Serbia, which is an internationally recognized, sovereign, democratic state and a member in good standing of the UN, Canada would directly endanger international peace and security. The secession of Kosovo would set a dangerous precedent for the unilateral claim of independence by every separatist ethnic or religious group in the world, including regional majorities within Canada. Therefore, I request that you petition the Canadian Government to refuse to recognize this illegal and unilateral claim of independence and to require that the status of Kosovo and Metohija be determined through peaceful negotiations by the authorities in Serbia and Albanian representatives in Kosovo and Metohija, under the auspices of the United Nations Security Council.
