It means how many cycles
should it pass to collect the statistics. To verify that (with the
numbers in your trace_commercial entry), you can run "stat-manager
list-measurements" and you will see "Region 000" and "Region 001" which
correspond to 0~99M and 100M~199M cycles respectively.
