Xterm supposedly does ReGIS and SIXEL, but only if compiled to do so, which most Linux distributions don't. Ultitmately, VT 240 from MAME is as accurate as you're ever likely to get, but MAME is a pretty heavy beast if all you need is terminal emulation.
