Hi Joe, I see similar symptoms with IE8 on my PC running XP. One thing that might be a clue is that the progress indicator in the browser never terminates. My guess is that you have one or more unterminated div, table, tr, td (or perhaps some other) tag in your left-hand frame. Again just guessing that IE is not as forgiving as FF or Safari in rendering "incomplete" tags.
