Hi, The 'tapes' are the lines next to events' labels that show the duration of events that have start and stop times.
From your msg, I think you want to limit the scrolling of the enrtire timeline band. That's easy to do, I added the feature 'timeline start and stop' a while ago. It limits the scrolling to a particular period. There is a demo of the feature, one of the test examples. Note that the timeline will still scroll if the width of the browser window is not wide enough to show the entire time period.
