Hi Harshal,
You would need to get Apache Maven, that's the build system for Babel.
The code of Babel itself has been moved to
http://code.google.com/p/simile-widgets/source/browse/#svn/babel/trunk
Once you have Maven, then in the directory of Babel, do
mvn package
mvn jetty:run
