Ok. I am making progress. After a good nights sleep I had the brilliant 
idea of looking at the API docs. I didn't realize 
that Exhibit.Importer.getImporter was a static method. So now I have an 
importer and I can load the database. 

var importer = Exhibit.Importer.getImporter( "application/json");
importer.load(url, window.database);
