Hi James.
I'm not a big expert, and probably the best way of doing this would be
with a perl mini-program and the 'report' action, but since I wouldn't
know how to do it :-/ here's an alternative:
You can use a SingleWithThreshold rule, only valid while the context
exists, and with a window large enough so that it wont expire while you
are counting events. When the threshold is reached, you can do the
following:
- add your action to the context
- reset the SWT rule
- create a new SWT rule to start the counting again.
I know it's not elegant, but it should work, I guess.

How to evaluate if a context has n number of events in it's store?
Example:
...
context=!BLAH
action=create BLAH; add BLAH $0
...
context=BLAH
action=add BLAH $0
How can I check that BLAH has had 5 events added to it? I want to be
able to add an action to a context, but only after n number of events
have been added to it's store.
