As long as SEC itself is concerned, there is no big difference -- you 
will get the same code both from the package and tarball. The 
installation is easy in both cases -- since SEC is written Perl and 
doesn't rely on any other software, you need a single command line to 
either install the package or to copy SEC from a tarball to a relevant 
directory.

As you already mentioned, latest tarball always provides you with the 
latest version (which is often not the case for the latest package). 
However, installing SEC from a package has also several advantages:
1) you will usually get startup and stop scripts for your platform,
2) sample configuration files and directories are created in your system,
3) you can use all the features of your package management system (like 
automatic software updates).

If you would like to use SEC in a large environment, you can also create 
your own package from the latest tarball. The tarball contains some 
sample startup scripts that might help you in the process of creating 
the package.
