First of all, 'reset' does not cancel rules, but event correlation
operations which have been started by rules.

Each operation is identified with a key that consists of the rule file
name, rule ID, and the operation description string (set with the 'desc'
field). As a consequence, you need to refer to rule file name if you
want to reset an operation for a rule from a different file. However,
what if the path name of the rule file changes? To get things right, you
would need to edit 'reset' actions all across your rule files.

The second important consideration is readability -- having operations
created and cancelled by rules from the same file allows for grasping
the effect of these operations much more easily. Furthermore, 'reset'
also allows for cancelling several operations started by different
rules, based only on the operation description string. If 'reset' would
work across all rule files, it is very easy to cancel operations you
didn't intend to.

There is a simple and readable way for doing the thing you want --
instead of invoking 'reset' from a different rule file, create a
synthetic event with 'event' action. Also, set up a Single rule in the
rule file from which relevant operations are started, so that the Single
rule would match the synthetic event. Then invoke 'reset' action from
the Single rule and cancel the operation you want.
