I too have experienced Ethernet deafness on a 7100 using the on-board 
Ethernet. (Wasn't running SIMS either.)

When the problem occurs, can you ping the 7100? Try running a browser 
on it and see if, when it stops allowing POP connections, you can 
browse the net. Or use any other application that uses TCP/IP or 
Ethernet. Turn on file sharing and share something. Then see if other 
machines on the network can "see" it. There are lots of ways to test 
for overall Ethernet deafness.
