Are you using 1.8b8 or the older 1.7? I would have expected this server to be TempBanned with an up to date SIMS. You can always manually blacklist the IP since it appears to be the same IP each time. However you're still going to log errors, just a different error. However the blacklisting might convince him to go elsewhere. You can also optionally determine the owner of the IP and submit a complaint (and/or to the upstream provider).
