It sure does suck, but there's not much else to do.

John Levine maintains a DNSBL of Korean ranges under korea.services.net

You can also get the APNIC data by country from this page:

http://www.apnic.net/apnic-bin/ipv4-by-country.pl

Just put in the 2-letter country code, and you'll get a listing.
