Can anyone recommend a good DNSBL for open proxies and such, that might catch these, without collateral damage?
Try looking at http://www.blitzed.org/opm/ -- they're an IRC network that scans for open proxies, and they distribute their proxy-scanning software to many other sources (most are other IRC networks) that can be (and most are) configured to report back to Blitzed when a proxy is detected. That, and it looks like they have some spamtraps run by several different people out there.

I've used them for a few months, and had nothing but praise.
