I suspect your biggest problem is retrying every 3 minutes. Make it
at least a half an hour! Here is a direct quote from the SIMS docs:
If you use the Directly to Recipients method, then when a connection
to some remote host (domain) fails, all messages directed to that
domain will be suspended for the specified time. Usually, SMTP
systems suspend messages for 30 minutes.
I have my box set to:
Sending TCP/IP Channels: 25
Retry Every: 1 hour
Retry: 50 times
Receiving TCP/IP Channels: 25
I get the same results, if I have 3 minutes or 1 hour.

Why are you set to 10 connections? Is your server on dialup?
For the record my settings are 100/2 hours/100 retries
