Suspended messages are sitting in the queue waiting out retry intervals
(the destination server was unreachable or gave a 4xx response on a
previous delivery attempt). So, a suspended message _may_ be delivered on a
subsequent retry, if the condition that caused it to be suspended is
resolved. If all retries are exhausted without the message being sent
successfully, its status will change to 'failed' and it will eventually be
deleted from the queue.
