Uh... wait... if you put an RBL into the RBL list, but don't ALSO put the those IPs into the blacklisted IPs list... then nothing actually happens?
Correct. The 127. response is the standard method of giving a yes answer to the query "is this a spam source?" Any other response (usually if not always NXDOMAIN) is a no. A typical RBL is nothing more than a name server that is dressed up to give a response similar to any other name lookup, albeit much simpler. The mail server crafts a name lookup, the RBL [name server] gives you a [127] IP in response, or "no such domain." The main difference is that the IPs it gives you are narrowly defined.
I've got cbl and spamhaus in my RBL list, but I don't have the 127. IPs in the blacklist. I just checked my logs and see nothing about blacklisting per rbl.
