Where can I find the netblocks of known spammers so I can put them in my blacklist?

From your logs?

Spammers move around. It takes a lot of work to keep a blacklist up to date. There isn't really a master list that is consistent over time. A good RBL server like Spamhaus will catch a lot of stuff, so that your own blacklist can focus on sites that aren't caught by that but that are targeting your server specifically.
