I disagree. The use of IP adress as an account by MediaWiki is an abuse or a trick to get an identification of who is editing a webpage, but it's not a proper equivalent of an account. In France, ISP provide dynamic IP adress, so the foaf:agent that is behind a sioc:ip_address changes at least each day (and there could be a lot of agents behind the same address).
