RFC-3261 states in general that timeout should be treated as 408.
What is the UAC recommended behavior to handle INVITE timeout:
1. Do nothing. Regarded the session as terminated.
2. Regarding 408 as the UAS response and sending ACK. This is for preventing UAS responses.
