In RFC 3261 -> 17.1.1.2
Why the Transaction Layer passed the 2XX responses
to the core(TU) directly when it can not find the matched CT.
Need the Proxy pass the 2XX to upstream even if the transaction
has been destroyed? And how to pass it if the transaction has been
destroyed?
