Comming to your question.. For dialog matching the call-id must be matched, as it is an mandatory part of any dilaog id as per rfc 3261. In rfc 2543 there is no transaction. If call-id dosen't match for any call-legs, then necessary error handling (sending 481 response) should be taken care immidiately.
