There seems to have been a rough consensus that device control using SIP was sufficiently controversial that we just weren't going to talk about it anymore, at least not right now. There were arguments advanced on the list that MESSAGE has the semantic "Present this content to a person" and isn't appropriate for carrying non-human-readable device control payloads. Personally, I don't see the argument, but many people seem to have their heads wired to explode at the slightest hint of device control using SIP.
