Actually, no, it doesn't. When your registration expires, the effect is that you may not receive any calls, because the registrar doesn't have a valid address to redirect your calls to.
Some proxy servers that include registration and redirect services would not allow an outgoing call if sent to it either, but that is local policy on the server. Then there is the issue that the proxy server is an intermediary, and would not be generating BYE itself in any case.
