Hello, We faced the same problem with C2620 12.3. The problem is caused by Cisco bug. The first version supporting REFER properly is 12.3(5). It issues correct INVITE to the "C" endpoint and sends NOTIFY to "B" endpoint.
One more thing regarding configuration: The call will be transferred to the "C" endpoint according the "user" part of ReferTo header. It means that you should configure "dial-peer voice voip" with "8001" destination pattern. The INVITE will be sent to the session target of this dial-peer independently on "host" part of ReferTo header.
