I think the originator GW mostly can relay on "early SDP media", but it's not 100% 
accurate.
Terminator GW may always choose to send early SDP media (in order not to loose the 
very first voice), but for the same calls 
the remote RGB may be not available (PSTN returns to the Terminator GW the 
availability of RGB in alerting parameter).
Is there some additional algorithm to make a decision ?

That is an assumption often done, but I don't think it's specified anywhere that an 
SDP is some kind of early media "indicator", is it?
